It's probably a dumb question, as I've never used Craigslist, but how do the sellers get away with advertising items for one price & then sell them for a higher price? Do they "pretend" it's sold & then relist the item, or just change the price as they feel like it? I thought there'd be some sort of legally binding contract with Craigslist to prevent them upping the price.

A user can "flag" listing and if enough people "flag" it, it will be removed.
I don't think there is anything especially illegal about selling to a "higher bidder" or for more than listed. Most of the listings on craigslist all have the "OBO" (or best offer) clause attached.
The bottom line is craigslist let's you haggle... with a few exceptions, I've generally always got the price down instead of up.
I do know that craigslist does not want "fishing for bids", that is... don't make a posting with no asking price that says "make me an offer". If you see that, it should be flagged.
